PUBLIC HEARING MINUTES
VILLAGE OF ANTWERP

CONDITIONAL USE PERMIT APPLICATION REQUEST
PAULDING COUNTY HOSPITAL

The Village of Antwerp held a public hearing on Wednesday, June 21, 2017, at 6:00 p.m. at Village Council Chambers located at 118 N. Main Street, Antwerp, Ohio to discuss an application for a Conditional Use Permit filed by the Paulding County Hospital to construct a fitness center and medical office at 606-608 S. Erie Street, Antwerp, Ohio. Current zoning of this area is R-1, Single Family Residential. In attendance to the public hearing was: Mayor Ray Delong, Council persons Keith West, Jan Reeb, Ken Reinhart, Zoning Board of Appeals members Chad Geyer, Ben Gross, Village Administrator Sara Keeran and Paulding County Hospital CFO Randal Ruge.

Paulding County Hospital’s Randal Ruge brought with him the blueprints of the layout of the new building that is proposed to be constructed on S. Erie to house medical offices, examination rooms, and a fitness center. The hospital has acquired two lots at 606-608 S. Erie for this purpose.

The S. Erie area is currently zoned as R-1, single family, and in order for this medical building to be allowed in R-1 a request for a Conditional Use Permit was required. The Hospital applied for the permit through the Village. Medical and Hospital type of business is an allowable use in a single family district according to the Village’s zoning ordinance. Additionally, the conditional use permit would be valid as long as the business operated as a medical center.

A discussion was held on when the construction would start and Mr. Ruge stated they hoped to start in July and be completed by end of the year or early in 2018. They will be required to apply for a zoning permit from the village and a state building permit.

As the conditional use asked for by the hospital is an allowable use, there were no adverse comments given at the public hearing.

After the hearing, the two zoning board of appeals members present, Chad Geyer and Ben Gross voted to grant the conditional use permit to the Paulding County Hospital. Zoning Board of Appeal members unable to attend the meeting were polled by the undersigned and stated they were for the granting of the conditional use permit to the hospital. Those members voting for the permit were Jason Hormann, Jason Franks, and Kyle Recker.

With no further comment to come before the public hearing, the meeting adjourned at 6:30 p.m.

Respectfully submitted,
Sara Keeran
Village Administrator
