INVITATION TO BID

 

 

SEALED BIDS for the furnishing of the necessary materials and construction of the Pump Station and WWTP Improvements for the Village of Antwerp, Ohio, will be received by the Paulding County Commissioners, 115 North Williams Street, Paulding, OH 45879,until 10:00 A.M., on Monday, November 20th, 2017, and at that time and place will be publicly opened and read aloud.

 

The scope of work consists of replacement of two (2) pump stations within their sanitary sewer collection system with two (2) submersible type pump stations, plus replace a comminutor and add a chemical feed system for phosphorous removal at the wastewater treatment plant. The estimate for the cost of construction is $710,000.00.

 

The contract documents, including plans and specifications, are on file at the office of the Engineer – Poggemeyer Design Group, Inc., (PDG) 101 Clinton Street, Suite 1300, Defiance, Ohio 43512.  The documents may be viewed and ordered online or obtained from Becker Impressions, 4646 Angola Road, Toledo, Ohio  43615, Telephone (419) 385-5303, www.pdgplanroom.com for the cost of printing to be paid to the printing company at the time the documents are picked up.  Shipping and tax charges are the bidder’s responsibility and payable directly to Becker Impressions.

 

All bids must be signed and submitted on the blanks which are bound in this booklet.  Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked — Bid For Pump Station and WWTP Improvements for the Village of Antwerp, OH — and addressed to The Paulding County Commissioners, 115 N. Williams Street, Courthouse Square, Paulding, OH  45879.

 

The bid guaranty may be of two forms:

 

1.    A Bid Guaranty and Contract Bond using the form in the Contract Documents.  (The amount of the bid does NOT have to appear on this form.)

 

2.    A certified check, cashier’s check or letter of credit in favor of the Village of Antwerp, and the Paulding County Commissioners, Paulding County Ohio in the amount of 10% of the bid.  If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond.

 

3.   If you are an out-of-state corporation wishing to submit a bid for this project, you must submit an Ohio Certificate of Good Standing and the name and address of your Ohio Statutory Agent with your bid documents.

 

 

 

 

This project is being funded in part by the Ohio EPA OWDA, OPWC AND CDBG.  Attention to bidders is directed to all the requirements in this bid packet, particularly to the equal employment opportunity requirements, various insurance requirements, utilization of Small Businesses in Rural Areas (SBRAs), State of Ohio requirements for subcontracting with MBE companies, and the requirement for a performance bond for 100% of the contract price.

 

After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Paulding County, Ohio.

 

DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT.  COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.

 

The successful bidder will be required to conform to all provisions of the Federal Davis Bacon and Related Acts (The Act) which requires that all laborers and mechanics employed by contractors and subcontractors performing on federal contracts (and contractors and subcontractors performing on federally assisted contracts under the related ACTS) in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor for corresponding classes of laborers and mechanics employed on similar projects in the area.

 

The Village of Antwerp, Ohio reserves the right to reject any and all bids and to waive any irregularity in any bid and to determine the lowest and best bidder.

 

No bidder may withdraw his bid for a period of 90 days after the scheduled closing time for the receipt of bids.

 

The owner intends and requires that this project be completed no later than August 31, 2018.
