THE REGULAR MEETING OF THE VILLAGE OF ANTWERP COUNCIL WAS CALLED TO ORDER AT 5:30 P.M. BY MAYOR JAN REEB. COUNCIL PERSONS PRESENT: KENNY REINHART, JASON FRANKS, STEVE JORDAN, DEAN RISTER, BRYAN SMITH, AND BRYCE STEINER.

POLICE CHIEF CLEMENS PROVIDED A WRITTEN REPORT SHOWING 71 CALLS FOR SERVICE FOR THE MONTH OF MARCH WITH 0 OFFENSES.

EMS REPORT
EMS COORDINATOR-CLERK ASHLEY MCDOUGALL PROVIDED A WRITTEN REPORT SHOWING 165 OUTSTANDING RUNS. EMS HAD 26 RUNS IN MARCH. COLLECTIONS IN MARCH WERE $13,713.67. A YEAR-TO-DATE TOTAL OF COLLECTIONS IS $31,599.22 WITH A YEAR-TO-DATE RUN TOTAL OF 91 RUNS.

ADMINISTRATOR DAVIS SAID THAT STATE FUNDING HAS BEEN SOUGHT THROUGH A GRANT, AND THE EMERGENCY NATURE OF THE RESOLUTION WAS TO HAVE PERMISSION IN ORDER TO MOVE FORWARD IF GRANT FUNDS RECEIVED. DISCUSSION ON POSSIBLY AMENDING RESOLUTION.

ADMINISTRATOR’S REPORT
ADMINISTRATOR BRIAN DAVIS WAS CONTACTED BY DAVID SMITH WITH KLEINFELDER, AFFILIATED WITH POGGEMEYER DESIGN GROUP. HE PROVIDED A MAP WITH WATER LINES. DAVIS ASKED FOR ACCESS TO DATA, AND IF THERE WOULD BE AN ABILITY TO MANIPULATE THE DATA. SMITH ADVISED THAT A LICENSE COULD BE OBTAINED FOR $700 PER YEAR. THIS WOULD PROVIDE ACCESS TO SEWER, WATER, FIRE HYDRANT LOCATIONS, ETC. ALSO DISCUSSED A DEVICE THAT WOULD ALLOW GPS CAPABILITIES TO ADD TO MAP FOR UTILITY LOCATIONS. THE DEVICE COSTS $6,000, BUT THERE IS NO RECURRING COST FOR THE EQUIPMENT. THE ARPA FUNDS COULD BE USED TO PURCHASE. ADMINISTRATOR ASKED COUNCIL IF ANYONE OPPOSED THE VILLAGE PURCHASING THIS DEVICE. NO OPPOSITION NOTED.

ALSO DISCUSSED VILLAGE DOING MORE PROJECTS IN-HOUSE. FOR EXAMPLE, A DEVICE WAS PURCHASED TO DO STRIPING FOR PARKING. ADMINISTRATOR DAVIS PLANS ON WORKING WITH COUNTY TO OBTAIN HOT MIX FOR VILLAGE TO FILL POT HOLES. ALSO PLAN ON PAINTING BUILDINGS AT PARK.

COMMITTEE REPORTS
FINANCE COMMITTEE MEETING REPORT GIVEN BY RISTER. DISCUSSION ON POLICE DEPARTMENT STAFFING AND ISSUES WITH GETTING RESERVE OFFICERS TO COVER SHIFTS. DISCUSSION ON USING RESERVE OFFICER BUDGET AND CUTTING HOURS OF PART-TIME OFFICERS TO ALLOW FOR AVAILABLE FUNDING TO HIRE A THIRD FULL-TIME POLICE OFFICER. OPTIONS REVIEWED ON PROPOSED CUTS AND SALARY OF THIRD FULL-TIME POLICE OFFICER. ALSO REVIEWED POLICE OFFICER PER POPULATION OF VILLAGE IN COMPARISON TO SURROUNDING COMMUNITIES AND NOTED THAT ANOTHER OFFICER SHOULD BE HIRED TO COVER THE VILLAGE. ALSO REVIEWED EXISTING LEVIES FOR POLICE PROTECTION AND POTENTIAL NEED TO ADD AN ADDITIONAL LEVY IN FUTURE TO COVER POLICE DEPARTMENT COSTS. FINANCE COMMITTEE RECOMMENDS THAT CHIEF CLEMENS BE AUTHORIZED TO SEEK EMPLOYING A THIRD FULL-TIME POLICE OFFICER.

NEW BUSINESS
COUNCIL MEMBER STEINER AGAIN PROPOSED THAT COUNCIL CONSIDER ALLOWING VILLAGE RESIDENTS TO HAVE / RAISE SMALL LIVESTOCK IN THE VILLAGE LIMITS DUE TO FOOD SHORTAGES ACROSS THE COUNTRY. HE PREPARED AND CIRCULATED A PROPOSED “ANIMAL CONTROL REGULATIONS” FOR MODIFYING R1 NEIGHBORHOODS. HE MENTIONED HOUSE BILL 124 PENDING AT THE STATE LEGISLATURE THAT WOULD ALLOW THIS. COUNCIL MEMBERS DISCUSSED. JORDAN AND RISTER HAD BEEN CONTACTED BY MIKE SCHWEINSBERG ABOUT 4-H MEMBERS RAISING ANIMALS AND WORKING WITH THE VILLAGE TO ALLOW IN THAT CAPACITY. JORDAN ALSO CONTACTED PAULDING AND HICKSVILLE ON HOW THEY HANDLE THIS ISSUE. JORDAN HAS ASKED RESIDENTS HOW THEY FEEL ABOUT THIS AND RECEIVED RESPONSES THAT ARE NOT IN FAVOR OF DOING THIS. WITH A LACK OF INTEREST BY COUNCIL MAJORITY TO EXPLORE FURTHER, THERE WAS NO FURTHER DISCUSSION AND NO ACTION TAKEN.

OLD BUSINESS
COUNCIL MEMBER SMITH REVIEWED THE REQUIREMENTS TO HAVE A FUNDRAISER IN PARK WITH THE HOLLY BEACH FOUNDATION COMMITTEE. ACDC WILL PROVIDE THE NECESSARY INSURANCE TO HOST A FUNDRAISER IN THE PARK, AND THE FOUNDATION WILL MAKE SURE TO HAVE PORTABLE TOILETS IN THE PARK THE DAY OF THE EVENT. SMITH IS WORKING ON SCHEDULING A DATE FOR THE FUNDRAISER WHEN THE PARK IS AVAILABLE. HE WILL INFORM COUNCIL WHEN A DATE IS SELECTED.

MAYOR’S COURT BROUGHT IN A TOTAL OF $685.00 IN THE MONTH OF MARCH 2022 WITH $559.00 GOING TO THE VILLAGE, $121.50 GOING TO THE STATE, AND $4.50 GOING TO THE INDIGENT DRIVER’S FUND.
