THE REGULAR MEETING OF THE VILLAGE OF ANTWERP COUNCIL WAS CALLED TO ORDER AT 5:30 P.M. BY MAYOR JAN REEB. COUNCIL PERSONS PRESENT: JASON FRANKS, STEVE JORDAN, KENNETH REINHART, DEAN RISTER, BRYAN SMITH, AND BRYCE STEINER.

ALSO IN ATTENDANCE: SOLICITOR MELANIE FARR, FISCAL OFFICER AIMEE LICHTY, EMS COORDINATOR ASHLEY MCDOUGALL, AND POLICE CHIEF GEORGE CLEMENS. VISITORS: BILL BOYLAN AND ADAM PAPIN WITH THE PAULDING PROGRESS.

THE JANUARY DISBURSEMENTS WERE REVIEWED.

POLICE CHIEF CLEMENS PROVIDED A WRITTEN REPORT SHOWING 69 CALLS FOR SERVICE FOR THE MONTH OF JANUARY WITH 8 OFFENSES.

 

EMS REPORT

EMS COORDINATOR-CLERK ASHLEY MCDOUGALL PROVIDED A WRITTEN REPORT SHOWING 207 OUTSTANDING RUNS. EMS HAD 40 RUNS IN JANUARY.  COLLECTIONS IN JANUARY WERE $8,749.08. A YEAR-TO-DATE TOTAL OF COLLECTIONS IS $8,749.08 WITH A YEAR-TO-DATE RUN TOTAL OF 40 RUNS.

RITA TAX COLLECTION FOR THE MONTH OF JANUARY, PAID IN FEBRUARY, WAS $26,988.83.

IRIS ALERT SYSTEM CURRENTLY HAS 74 USERS SIGNED UP.

 

ADMINISTRATOR’S REPORT

ADMINISTRATOR DAVIS PROVIDED A WRITTEN REPORT TO COUNCIL

ERIE STREET SIDEWALK

ENGINEERING WORK IS COMPLETE AND SUBMITTED. ACCORDING TO ODOT’S WEBSITE, DECISIONS ON TAP GRANTS WILL BE MADE DURING THE APRIL GOVERNANCE MEETING AND APPLICANTS WILL BE NOTIFIED IMMEDIATELY AFTERWARDS. ESTIMATED COST IS $77,949.85. THE GRANT IS 95/5. THE VILLAGE WILL BE REQUIRED TO COVER $3,897.49 IF THE BID COMES IN ON BUDGET, AND WE RECEIVE THE FULL ASK.

PROJECTED COST TO THE EFFECTED LANDOWNERS WOULD BE APPROXIMATELY $4.00 PER/FT. X WIDTH OF LOT. SIDEWALK THICKNESS IS 4″. DRIVEWAY THICKNESS WOULD BE 6″.

RAILROAD STREET

I’VE REVIEWED PRELIMINARY ENGINEERING PLANS FOR RAILROAD STREET WITH BELL ENGINEERING. THIS PROJECT BASED ON PRELIMINARY FIGURES COULD COME IN AT DOUBLE THE PREVIOUSLY QUOTED COST. ONCE THEY ARE FINALIZED, WE WILL SUBMIT A FUNDING REQUEST WITH THE PAULDING COUNTY COMMISSIONERS IN THIS YEAR’S CDBG FUNDING CYCLE.

SHAFFER ROAD

I HAVE SPOKEN WITH BEN KOUSER TO SEE WHAT THE COST WOULD BE TO MAKE A BREAK ON SHAFFER ROAD AND INSTALL SOME POLES AND GUARD RAIL.

WATER PLANT DRIVE

WE RECEIVED A QUOTE FROM WARD CONSTRUCTION TO CHIP AND SEAL WATER PLANT DRIVE. QUOTED COST OF $11,700. THIS WILL COVER THE FULL LENGTH LESS THE SECTION THE SCHOOL PAVED.

SOLAR ENERGY

I’VE MET WITH THREE SOLAR COMPANIES. IT IS RATHER COMPLEX, BUT HOPEFULLY I WILL BE ABLE TO PROVIDE SOME DETAILS SOON.

WATER REGIONALIZATION

DISCUSSIONS CONTINUE RELATIVE TO REGIONALIZING THE VILLAGE WATER WITH PAYNE AND PAULDING. QUESTIONS REMAIN AS TO COST, FUNDING SOURCES, AND OVERSITE.

BUILDING INSPECTOR

BRUCE ESSEX HAS RESIGNED AS THE VILLAGE BUILDING INSPECTOR.  DISCUSSION ON CREDENTIALS AND OPTIONS TO FIND A REPLACEMENT.

 

COMMITTEE REPORTS

COUNCIL MEMBER REINHART INFORMED COUNCIL THERE WILL BE A PLANNING AND ZONING COMMITTEE MEETING ON MARCH 9, 2022, at 6:15 PM, AT TOWN HALL.

COUNCIL MEMBER STEINER PROVIDED INFORMATION ON ISSUE OF A COUNCIL MEMBER DOING BUSINESS WITH THE VILLAGE.

 

MAYOR’S REPORT

MAYOR’S COURT BROUGHT IN A TOTAL OF $1,253.00 IN THE MONTH OF JANUARY 2022 WITH $1,019.00 GOING TO THE VILLAGE, $225.00 GOING TO THE STATE, AND $9.00 GOING TO THE INDIGENT DRIVER’S FUND.

MAYOR REEB MADE A RECOMMENDATION TO COUNCIL ON APPOINTING TOM VANVLERAH TO THE VACANT POSITION ON THE BOARD OF ZONING APPEALS AS REQUIRED UNDER SECTION 406 OF THE ZONING ORDINANCE.
