THE REGULAR MEETING OF THE VILLAGE OF ANTWERP COUNCIL WAS CALLED TO ORDER AT 5:30 P.M. BY MAYOR JAN REEB. COUNCIL PERSONS PRESENT: JASON FRANKS, STEVE JORDAN, KENNY REINHART, DEAN RISTER, BRYAN SMITH, AND BRYCE STEINER.
ALSO IN ATTENDANCE: SOLICITOR SHANE LEE, ADMINISTRATOR BRIAN DAVIS, AND POLICE CHIEF GEORGE CLEMENS. VISITORS: DAVID PUCKETT, MARIA KOBEE, GAYLE RISTER, BILL BOYLAN, NANCY LICHTY, SHERRY REINHART, KRIS REINHART, MYRANA BROOKS, XANDER SMITH, AUSTIN MILLER, FALYNN McALEXANDER AND GABE OBERLIN.

POLICE CHIEF CLEMENS PROVIDED A WRITTEN REPORT SHOWING 76 CALLS FOR SERVICE FOR THE MONTH OF APRIL AND 12 OFFENSES FOR MAYOR’S COURT.
THIRD READING OF ORDINANCE NO. 2023-11: AN ORDINANCE AUTHORIZING THE VILLAGE FISCAL OFFICER TO RESIDE OUTSIDE THE VILLAGE OF ANTWERP
- MOTION MADE BY FRANKS, SECONDED BY RISTER, TO ACCEPT ORDINANCE NO. 2023-11. 5 YEAS, 0 NAYS, 1 ABSTAINATION (COUCIL MEMBER STEINER ABSTAINED FROM THE VOTE DUE TO HAVING A BUSINESS RELATIONSHIP WITH F.O. HORNISH’S SPOUSE AND HER JOB AT THE UNION BANK.) MOTION CARRIED AND APPROVED.
SECOND READING OF RESOLUTION NO. 2023-07: A RESOLUTION DECLARING THE NECESSITY OF CONSTRUCTING OR REPAIRING SIDEWALKS ON THE EAST SIDE OF SOUTH ERIE STREET IN THE VILLAGE OF ANTWERP, OHIO
VILLAGE RESIDENTS WERE IN ATTENDANCE TO DISCUSS THE RESOLUTION BUT HAD NOT CALLED TO BE ADDED TO THE AGENDA SO WERE NOT HEARD DURING COUNCILS’ DISCUSSION ON THE SIDWALK.
FIRST READING OF RESOLUTION 2023-08: A RESOLUTION TO PROCEED WITH THE SUBMISSION OF THE POLICE REPLACEMENT LEVY ON THIS YEAR’S GENERAL ELECTION BALLOT.

ADMISTRATOR REPORT
- IN CONJUNCTION WITH MVPO WE HAVE SECURED A QUOTE TO PERFORM TOPOGRAPHIC, GEOTECHNICAL, AND STRUCTURAL ENGINEERING FOR SHAFFER ROAD IN THE AMOUNT OF $49,450. ONCE WE HAVE THE COMPLETED DATA, WE WILL PRESUE FUNDING FROM OHIO PUBLIC WORKS. ENGINEERING COST IS NON-REFUNDABLE THROUGH THE GRANT.
- RAILROAD STREET PROJECT HAS BEEN AWARDED TO KOUSER CONSTRUCTION IN THE AMOUNT OF $138,721.00. ENGINEERS ESTIMATE WAS $138.638.43. ONCE THE COMMISSIONERS SIGN THE FINAL DOCUMENT, I WILL SPEAK WITH BEN TO DETERMINE TIMELINES.
- WE WILL BE LOOKING INTO THE COST FOR ENGINEERING WEST CANAL STORM AND WATER PROJECT. THIS PROJECT, IF IT MOVES FORWARD, WILL REPLACE CURRENT WATERS LINES ON WEST CANAL, AS WELL AS INSTALL STORM DRAINAGE. THIS WILL ALSO INCLUDE WENTWORTH, FROM CANAL TO RIVER. COMBINED, THIS IS APPROXIMATELY 3300 LINEAR FEET.
- PURCHASE ORDERS HAVE BEEN ISSUED FOR STREET PATCHING, CRACK SEALING, AND CONCRETE REPAIR THROUGHOUT THE VILLAGE. THIS WORK WILL BE COMPLETED OVER THE NEXT SEVERAL MONTHS.
- WE HAVE INSTALLED A NEW CAMERA SYSTEM AT THE WASTEWATER TREATMENT PLANT. WE NOW CAN CAPTURE LICENSE PLATES. THE VILLAGE OF ANTWERP’S COMPOST SITE LOCATED AT THE SANITARY SEWER PLANT HAS BEEN FINDING STUMPS AND LARGER LIMBS, BIGGER THAN 3 INCHES IN DIAMETER, DUMPED AT THE COMPOST SITE. THE VILLAGE CANNOT TAKE ANYTHING THAT CANNOT BE CHIPPED. VIOLATORS HAVE BEEN DUMPING LARGE ITEMS OUT OF SIGHT OF THE CAMERAS OR HIDING THEM UNDER EXISTING LIMBS ALREADY AT THE SITE. THIS SITE IS REQUIRED TO BE CHIPPED AND ALL MULCH AND CHIPPING MUST BE REMOVED BY THE VILLAGE ONCE PER YEAR PER OHIO EPA. IF THIS CONTINUES, VIOLATORS WILL BE SITED. PLEASE DO NOT BRING STUMPS, LIMBS OVER 3″ DIAMETER, GARBAGE, OR METAL LAMP POSTS TO THE SITE.
- ANTWERP BOARD OF EDUCATION HAS OFFERED TO GIFT PARCEL NUMBERS 12-28S-005 AND 12-28S-006 TO THE VILLAGE. THESE TWO PARCELS MAKE UP MORE THAN HALF OF THE LIBRARY PARKING LOT. THE LIBRARY PROPERTY CONSISTS OF 4 PARCELS. THE VILLAGE OWNS TWO (12-28S-005.01 AND 12-28S-007.00), THE SCHOOL OWNS TWO. DOES THE COUNCIL WANT TO PROCEED? IF SO, I WOULD SUGGEST A SURVEY BE COMPLETED TO COMBINE ALL FOUR PARCELS INTO ONE, IF PERMISSIBLE.
- ODNR GRANT DOCUMENT HAS BEEN RECEIVED, AND THE SPLASH PAD BID PACKET HAS BEEN COMPLETED, AND ADVERTISED. IT WILL APPEAR ON OUR WEBSITE AND THE PAULDING COUNTY PROGRESS. THE BID IS FOR EQUIPMENT ONLY. INSTALLATION WILL BE DONE AS AN IN-KIND GIFT. THE BID OPENING IS SET FOR MAY 25TH AT 9:00AM, IN THE DEPOT.
NEW BUSINESS
FOLLOWING DAVIS’S REPORT COUNCIL DISCUSSED THE DONATION OF THE TWO LIBRARY PARCELS FROM THE SCHOOL.

OLD BUSINESS
COUNCIL DISCUSSED WAYS TO INCENTIVIZE NEW MEMBERS TO JOIN THE VOLUNTEER EMS AND FIRE DEPARTMENTS. STEVE JORDAN WILL LOOK INTO THIS FURTHER.
COUNCIL DISCUSSED VARIOUS OTHER ITEMS INCLUDING THE HOUSE AT THE FOOTBALL FIELD, RAIL CLEANUP, CONSTRUCTION MATERIALS, WATER LINE REPLACEMENT PRIORITY LIST AND THE MOVING THE BIRD DISPLAY.
MAYOR’S REPORT
MAYOR’S COURT BROUGHT IN A TOTAL OF $2,265.00 IN THE MONTH OF APRIL WITH $1,832.00 GOING TO THE VILLAGE, $405.00 GOING TO THE STATE, AND $15.00 GOING TO THE INDIGENT DRIVER’S FUND.
