Resolution R2022-07: Advance Funds From General Fund To Ohio DOD Infrastructure Grant Fund

RESOLUTION NO. 2022-07

A RESOLUTION AUTHORIZING THE VILLAGE FISCAL OFFICER TO ADVANCE $30,796.70 FROM THE GENERAL FUND TO THE OHIO DOD INFRASTRUCTURE GRANT FUND, AND DECLARING THE SAME AN EMERGENCY

WHEREAS, the Village Fiscal Officer has determined that it is necessary to advance certain funds from the General Fund to the Ohio DOD Infrastructure Grant Fund to provide necessary funding for the engineering fees on the water plant project, and there are grant funds that will be available to repay this advance but said grant funds are not yet available, and

WHEREAS, the Village Council must authorize any advances from one fund to another fund, and

WHEREAS, the Village Council elects to authorize the advance of funds from the General Fund to the Ohio DOD Infrastructure Grant Fund with the understanding that this advance must be repaid in the current year.

NOW THEREFORE, BE IT RESOLVED by the Council of the Village of Antwerp, Paulding County, Ohio:

Section 1. The Village Fiscal Officer is hereby authorized to advance the sum of $30,796.70 from the General Fund to the Ohio DOD Infrastructure Grant Fund.

Section 2. The advance of these funds from the General Fund to the Ohio DOD Infrastructure Grant Fund is necessary to fund the engineering fees on the water plant project, and that the estimated repayment of this advance is by October 17, 2022, which is the estimated date on which the grant funds will be available to reimburse the Village for this expenditure.

Section 3. It is found and determined that all formal actions of the Council concerning and relating to the passage of this Resolution were adopted in an open meeting of this Council, and that all deliberations of the Council and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including all lawful ordinances, resolutions, and any applicable provisions of Section 121.22 of the Ohio Revised Code.

Section 4. This Resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public health, safety and welfare of the Village and for the further reason that the Village is in immediate need of funds for the engineering fees on the water plant project and this advance will provide such funding and this Resolution shall be in full force and effect immediately after its passage; otherwise, it shall take effect and be in force after the earliest period allowed by law.
