THE REGULAR MEETING OF THE VILLAGE OF ANTWERP COUNCIL WAS CALLED TO ORDER AT 5:30 P.M. BY MAYOR JAN REEB. COUNCIL PERSONS PRESENT: KENNY REINHART, STEVE JORDAN, DEAN RISTER, BRYAN SMITH, AND BRYCE STEINER.
ALSO IN ATTENDANCE: SOLICITOR MELANIE FARR, ADMINISTRATOR BRIAN DAVIS, FISCAL OFFICER AIMEE LICHTY, AND POLICE CHIEF GEORGE CLEMENS. VISITORS: GOVERNMENT STUDENTS, ADAM PAPIN WITH THE PAULDING PROGRESS, AND GABE OBERLIN.

MINUTES FROM THE REGULAR COUNCIL MEETING HELD AUGUST 15, 2022, WERE REVIEWED.
• MOTION MADE BY REINHART, SECONDED BY SMITH, TO ACCEPT THE MINUTES FROM THE AUGUST 15, 2022, REGULAR COUNCIL MEETING. 5 YEAS, 0 NAYS. MOTION CARRIED AND APPROVED.
THE AUGUST DISBURSEMENTS WERE REVIEWED AND DISCUSSED.
• MOTION MADE BY REINHART, SECONDED BY JORDAN, TO ACCEPT THE AUGUST RECONCILIATION REPORT. 5 YEAS, 0 NAYS. MOTION CARRIED AND APPROVED.
VISITORS
GABE OBERLIN WAS ON THE AGENDA TO PRESENT PLANNING AND ZONING COMMISSION’S RECOMMENDATION TO COUNCIL BUT WAS NOT ABLE TO ARRIVE IN TIME TO PRESENT THE COMMISSION’S REPORT. ADMINISTRATOR DAVIS CONFIRMED THE PLANNING AND ZONING COMMISSION MET AND PASSED A MOTION TO INITIATE THE PROCESS TO AMEND THE ZONING ORDINANCE AND TRANSMITTED THE PROPOSED AMENDMENTS TO COUNCIL. A COPY OF PROPOSED AMENDMENTS TO THE ZONING ORDINANCE WAS CIRCULATED TO COUNCIL DURING THE MEETING. THE NEXT STEP IN THE PROCESS TO AMEND THE ZONING ORDINANCE IS FOR VILLAGE COUNCIL TO SET A PUBLIC HEARING. ADMINISTRATOR DAVIS WILL SUBMIT THE PUBLIC NOTICE TO THE NEWSPAPER.

FISCAL OFFICER’S REPORT
EMERGENCY READING OF RESOLUTION NO. 2022-08: RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR
DISCUSSION ON THE RESOLUTION AND THAT IT CERTIFIES THE AMOUNTS AND RATES OF EXISTING TAX LEVIES. ALSO, DISCUSSION ON PASSING THIS RESOLUTION AS AN EMERGENCY MEASURE IN ORDER TO SUBMIT THE SAME TO THE PAULDING COUNTY AUDITOR BY THE OCTOBER 1, 2022 DEADLINE.

EMERGENCY READING OF RESOLUTION NO. 2022-09: A RESOLUTION AUTHORIZING THE MAYOR OF THE VILLAGE OF ANTWERP, OHIO TO ENTER INTO A DONATION AGREEMENT WITH ANTWERP COMMUNITY DEVELOPMENT COMMITTEE INC. FOR THE INSTALLATION OF A SPLASH PAD AT RIVERSIDE VETERANS MEMORIAL PARK; AND DECLARING THE SAME AN EMERGENCY
DISCUSSION TOOK PLACE ON COUNCIL MEMBER SMITH VOTING ON THIS RESOLUTION SINCE HE HELPS WITH FUNDRAISING EFFORTS FOR THE SPLASH PAD. EVERYONE WAS IN AGREEMENT THAT THEY DID NOT BELIEVE IT TO BE A CONFLICT. DEAN RISTER MADE A MOTION TO ALLOW SMITH TO VOTE ON THE RESOLUTION BUT WITHDREW HIS MOTION ONCE EVERYONE WAS IN AGREEMENT THAT IT WAS NOT A CONFLICT. DISCUSSION ON RESOLUTION AND DONATION AGREEMENT AND NEED TO PASS AS EMERGENCY MEASURE AS ACDC NEEDS THE DONATION AGREEMENT AS PART OF ITS SUBMITTALS FOR THIS PROJECT.

FIRST READING OF ORDINANCE NO. 2022-22: AN ORDINANCE AUTHORIZING THE VILLAGE FISCAL OFFICER TO TRANSFER $5,000.00 FROM THE GENERAL FUND TO THE STREET LIGHTING FUND
RITA TAX COLLECTION FOR THE MONTH OF AUGUST, PAID IN SEPTEMBER, WAS $35,267.29.

ADMINISTRATOR’S REPORT
SHAFFER ROAD RECONSTRUCTION:
RESURFACING OF THIS ROAD WILL BE FROM ROAD 424 TO ROAD 43. ESTIMATED COST IS $104,430.00. THE VILLAGE WILL FILE FOR ROUND 2 OF THE CDBG CRITICAL INFRASTRUCTURE GRANT IN OCTOBER PROVIDING THEY OPEN THE ROUND AT THAT TIME.

WATER METER HANDHELD:
CURRENT HANDHELD METER READER IS 8 YEARS OLD. IT OPERATES WITH PROPRIETARY SOFTWARE THAT IS NO LONGER SUPPORTED. SINCE THE VILLAGE HAS INVESTED IN E.J. PRESCOTT METERS, THE ADMINISTRATOR RECOMMENDS COUNCIL CONSIDER UTILIZING THEM AS THE REPLACEMENT. THE ADMINISTRATOR REVIEWED COST WITH A LIKE PRODUCT FROM FERGUSON, AND THERE WOULD BE NO SAVINGS. COST IS $13,950.00, WHICH INCLUDES FIRST YEAR’S SOFTWARE SUPPORT.

OLD BUSINESS
COUNCIL MEMBER REINHART ASKED FOR AN UPDATE ON THE ERIE STREET/WATERPLANT DRIVE PROPERTY AND SOLICITOR FARR INFORMED COUNCIL THAT SHE CONTACTED THE PROPERTY OWNER’S ATTORNEY AND IS WAITING TO HEAR SPECIFICS ON PROPOSED EASEMENT REQUEST.

NEW BUSINESS
COUNCIL MEMBERS ASKED FOR AN UPDATE ON TRAFFIC LIGHT AND WHETHER VILLAGE CAN LEAVE AS FLASHING 4-WAY STOP. ADMINISTRATOR DAVIS INFORMED COUNCIL THAT HE CONTACTED ODOT AND VILLAGE IS OBLIGATED TO KEEP TRAFFIC LIGHTS AS IS WITH TWO TRAFFIC LIGHTS AND MUST CYCLE THROUGH RED, YELLOW, AND GREEN.

COUNCIL MEMBER STEINER ASKED COUNCIL TO CONSIDER PURCHASING A TV MONITOR TO PUT ON THE WALL OF COUNCIL CHAMBERS SO THAT MEMBERS IN ATTENDANCE CAN VIEW DOCUMENTS SUCH AS THE ZONING MAP. ADMINISTRATOR DAVIS WILL OBTAIN PRICING.

MAYOR’S REPORT
MAYOR’S COURT BROUGHT IN A TOTAL OF $713.00 IN THE MONTH OF AUGUST 2022 WITH $557.00 GOING TO THE VILLAGE, $150.00 GOING TO THE STATE, AND $6.00 GOING TO THE INDIGENT DRIVER’S FUND.

TRICK OR TREAT IN THE VILLAGE WILL BE ON OCTOBER 29TH FROM 5:00-6:30 P.M. WITH THE PARADE STARTING AT THE MANOR HOUSE AT 3:30 P.M. AND COSTUME JUDGING BEING AT THE FIRE STATION IMMEDIATELY FOLLOWING THE PARADE.
