RESOLUTION NO. 2023-01

A RESOLUTION AUTHORIZING THE ADMINISTRATOR OF THE VILLAGE OF ANTWERP, OHIO, TO PREPARE AND SUBMIT AN EQUIPMENT GRANT APPLICATION WITH THE OHIO EPA AND TO EXECUTE CONTRACTS AS REQUIRED TO OBTAIN FINANCIAL ASSISTANCE FOR PURCHASING EQUIPMENT NECESSARY TO EXERCISE DISTRIBUTION SYSTEM VALVES AND PERFORM LEAK DETECTION IN THE PUBLIC WATER DISTRIBUTION SYSTEM; AND DECLARING THE SAME AN EMERGENCY

WHEREAS, a grant opportunity is available through the Ohio EPA, as part of the H2Ohio Initiative, to provide financial assistance to political subdivisions for purchasing valve exercising, leak detection and meter accuracy testing equipment to help public water systems increase their technical capacity to provide a continuous source of safe drinking water; and

WHEREAS, the Village of Antwerp is in need of this equipment for its public water system and grant funds made available to the Village will be used for the purchase of equipment necessary to exercise distribution system valves and perform leak detection in the public water distribution system; and

WHEREAS, the deadline to apply for the grant is January 25, 2023.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Antwerp, County of Paulding, State of Ohio:

Section 1. The Administrator of the Village of Antwerp, Ohio, is hereby authorized to apply to the Ohio EPA for the purpose of obtaining funds to purchase valve exercising, leak detection and meter accuracy testing equipment, said equipment necessary to exercise distribution system valves and perform leak detection in the public water distribution system.

Section 2. The Administrator of the Village of Antwerp, Ohio, is further authorized to enter into any agreement as may be necessary and appropriate for obtaining this financial assistance.

Section 3. It is found and determined that all formal actions of the Council of the Village of Antwerp, Ohio, concerning or relating to the passage of this Resolution were adopted in an open meeting of the Council, and that all deliberations of the Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements.

Section 4. This Resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public health, safety and welfare of the Village and for the further reason that the deadline for said grant application is January 25, 2023, and this Resolution shall be in full force and effect immediately after its passage; otherwise, it shall take effect and be in full force after the earliest period allowed by law.
